Digital strategy - Our principles

Published: 12 June 2025

We’ve chosen a set of principles to guide how we work. These principles help us stay focused on delivering simple, effective and inclusive services that meet people’s needs.

These principles form the acronym 'DISCO' to help make them easier to recall.

Digital is a team sport

We work best when we work together. Digital transformation involves everyone. We’ll form multi-disciplinary, multi-organisation partnerships that bring together different skills and perspectives to solve problems and deliver better services.

Iterate and improve continuously

We don’t wait for perfect. We start small, test ideas, learn from feedback and keep improving. This approach helps us deliver value faster and adapt to change, both within the council and with our partners.

Set standards and use repeatable patterns

We use proven ways of working to make our services more consistent and easier to maintain. When something works well, we’ll reuse it. We also share what we have learned so others can benefit too.

Commit to being cyber safer

We protect the data and systems we rely on and stay within the bounds of the law. Good cyber security is about people, processes and technology. We’ll make sure our systems are secure, but also easy to use and accessible.

Our users come first

This is our most important principle. We take time to understand what people need, which might be different from what they ask for. By focusing on real needs, we can design services that truly work for everyone.
